How do thought and language manage to be 'about' aspects of the world? J. Robert G. Williams investigates how representation arises out of a fundamentally non-representational world, showing the explanatory relations between the representational properties of language, of thought, and of perception and intention.

The particular design of any technology may have profound social implications. Computing technologies are deeply intermeshed with the activities of daily life, playing an ever more central role in how we work, learn, communicate, socialize, and participate in government. Despite the many ways they have improved life, they cannot be regarded as unambiguously beneficial or even value-neutral. Recent experience shows they can lead to unintended but harmful consequences. Some technologies are thought to threaten democracy through the spread of propaganda on (...) online social networks, or to threaten privacy through the aggregation of datasets that include increasingly personal information, or to threaten justice when machine learning is used in such high-stakes, decision-making contexts as loan application reviews, employment procedures, or parole hearings. It is insufficient to ethically assess technology after it has produced negative social impacts, as has happened, for example, with facial recognition software that discriminates against people of color and with self-driving cars that are unable to cope with pedestrians who jay-walk. Developers of new technologies should aim to identify potential harmful consequences early in the design process and take steps to eliminate or mitigate them. This task is not easy. Designers will often have to negotiate among competing values—for instance, between efficiency and accessibility for a diverse user population, or between maximizing benefits and avoiding harm. There is no simple recipe for identifying and solving ethical problems. -/- Computer science education can help meet these challenges by making ethical reasoning about computing technologies a central element in the curriculum. Students can learn to think not only about what technology they could create, but also whether they should create that technology. Learning to reason this way requires courses unlike those currently standard in computer science curricula. A range of university courses on topics in areas of computing, ethics, society and public policy are emerging to meet this need. Some cover computer science broadly, while others focus on specific problems like privacy and security; typically, these classes exist as stand-alone courses in the computer science curriculum. Others have integrated ethics into the teaching of introductory courses on programming, artificial intelligence, and human-computer interaction. (shrink)

The chapters come from a Satellite Meeting, "Evolution, Development and Complexity" (EDC) hosted at the Conference on Complex Systems, in Cancun, 2017. The contributions will be peer-reviewed (...) and contributors from outside the conference will be invited to submit chapters to ensure full coverage of the topics. This book explores many issues within the field of EDC such as the interaction of evolutionary stochasticity and developmental determinism in biological systems and what they might teach us about these twin processes in other complex systems. This essay is written on the following premises and argues for them. “Enlightenment” is a word or signifier, and not a single or unifiable phenomenon which it consistently signifies. There is no single or unifiable phenomenon describable as “the Enlightenment,” but it is the definite article rather than the noun which is to be avoided. In studying the intellectual history of the late seventeenth century and the eighteenth, we encounter a variety of statements made, and assumptions proposed, to which the (...) term “Enlightenment” may usefully be applied, but the meanings of the term shift as we apply it. The things are connected, but not continuous; they cannot be reduced to a single narrative; and we find ourselves using the word “Enlightenment” in a family of ways and talking about a family of phenomena, resembling and related to one another in a variety of ways that permit of various generalizations about them. We are not, however, committed to a single root meaning of the word “Enlightenment,” and we do not need to reduce the phenomena of which we treat to a single process or entity to be termed “the” Enlightenment. It is a reification that we wish to avoid, but the structure of our language is such that this is difficult, and we will find ourselves talking of “the French” or “the Scottish,” “the Newtonian” or the “the Arminian” Enlightenments, and hoping that by employing qualifying adjectives we may constantly remind ourselves that the keyword “Enlightenment” is ours to use and should not master us. In this volume, scholars draw deeply on negative theology in order to consider some of the oldest questions in the philosophy of religion that stand as persistent challenges to inquiry, comprehension, and expression. The chapters engage different philosophical methodologies, cross disciplinary boundaries, and draw on varied cultural traditions in the effort to demonstrate that apophaticism can be a positive resource for contemporary philosophy of religion.

Two classic learning situations are critically reviewed and interpreted from a synergetic point of view: human learning of complex skills, and animal discrimination learning. Both show typical characteristics of nonlinear phase transitions: instability, fluctuations, critical slowing down and reorganisation. Plateaus in the acquisition curves of complex skills can be viewed as phases of arrested progress in which a reorganisation of simple skills is necessary before their integration into complex units is possible. Fluctuations and critical slowing down are expressed in instances (...) of "vicarious trial-and-error," which describe the oscillating behavior of rats at a choice point that is shown only just before discrimination learning is completed. ”Quantum entanglement”, a phrase first coined by Erwin Schr¨ odinger1, describes a condition of the separated parts of the same quantum system in which each of the parts can only be described by referencing the state of other part. This is one of the most counterintuitive aspects of quantum mechanics, because classically one would expect system parts out of speed-of-light contact to be completely independent. Thus, entanglement represents a kind of quantum connectedness in which measurements on one isolated part of (...) an entangled quantum system have non-classical consequences for the outcome of measurements performed on the other (possibly very distant) part of the same system. This quantum connectedness that enforces the measurement correlation and state-matching in entangled quantum systems has come to be called quantum nonlocality. (shrink)

The question we have been investigating is whether the nonlocality of standard quantum mechanics is the private domain of Nature, as is generally assumed by the physics community, or whether in special circumstances the nonlocal connection between subsystems can be used to send signals from one observer to another. With the aid of generous private contributions and some use of CENPA resources, we have continued the work on this test of nonlocal quantum communication, which has been reported in the past (...) three years1�2�3. The initial configuration of the experiment, as described in the first two references, employed a high power argon-ion laser operating at about 1 W in the ultraviolet at 351 nm that pumped nonlinear crystals (BBO or LiIO3) to produce pairs of momentum-entangled 702 nm photons, on which measurements were subsequently performed. It was concluded that signal-to-noise limitations from fluoresence photons competing with the down-converted photons prevented the planned measurements using the initial configuration. (shrink)

The functioning of the pre-reflective or inner self is considered in terms of its possible creation through the recently proposed CODAM 'attention copy' model of attention. In contradiction to the view of Western phenomenology that the inner self appears to serve no specific purpose except that of the ownership of experience, it is proposed here that the inner self acts rather as a call centre, enabling connections to be made between distant and functionally different components of brain processing. Even more (...) importantly it functions by monitoring and speeding up ongoing calls or those about to be set up so that incorrect call routing is avoided and call switching occurs as fast as possible. The relations of such an approach to some recent and influential approaches to consciousness are described. (shrink)
